The Locations tab in the Find Window function in ArcMap will not display an input field for an ArcGIS Server geocoding service if the portal connection defined in ArcGIS Administrator is inaccessible. An error message is returned, "No Locator Currently Selected". However, the same service will work within the Geocoding toolbar.
This Portal organization by default is, 'http://www.arcgis.com'. Thus a computer without an internet connection cannot load an ArcGIS Server geocoding service that is accessible internally in the Find Window function.
