Bug
The Locate tool in ArcGIS Pro 2.0.1 returns results only when entering codes (not descriptions) in the Coded Values domain. This occurs to feature services and feature classes added to ArcGIS Pro.

Workaround
1. Create a view which resolves domain codes to description values.
2. Do not use a domain for the Locate field.
