Additional Information

This issue is not reproducible after the unsupported VBScript label expressions are replaced with the equivalent Python label expressions in ArcMap and the map is re-packaged. Tests have shown the re-packaged map works in both Local Server 100.3 (ArcMap 10.6) and Local Server 100.5 (ArcMap 10.7).
