The Linear Referencing System (LRS) server extension does not support prettified URLs, so the brackets in the URL must be encoded for it to be read.

This issue is addressed in ArcGIS Pro 3.4.Workaround
The URL needs to be encoded as the Linear referencing system (LRS) server extension does not like the [ ] symbols. Therefore, replace the brackets with the following:
- [ with %5B
- ] with %5D.
As an exmaple: https://supt070000091.esri.com/server/rest/services/LRS_Test/MapServer/exts/LRServer/locks/acquire?f=json&editVersion=SITEADMIN.LRS_Test&acquireLocks=%5B{"lineId":"{53BA32A4-5726-4B3C-81F2-099F9D4208E6}","layerId" : 39},{"lineId":"{CF704A37-256B-4BBC-8515-622C1DF9A979}","layerId" : 39}%5D
