Additional Information
This issue is addressed in ArcGIS Pro 3.2.
This issue does not require a parcel fabric to be reproduced, and occurs only when directly adding a feature class enabled with coordinate geometry (COGO) to the map. When adding the parcel fabric to the map, the vertical units on the COGO-enabled lines are correctly assigned.
Workaround
Manually set the elevation 'Vertical units' to the correct units in the Layer Properties dialog box.
