This issue is no longer reproducible and the sample layer provided shows a legend for the main layer and its sublayers.Workaround
Add the Web Map Service (WMS) service directly to the content and open the Open Geospatial Consortium (OGC) service in ArcGIS Online Map Viewer. The legend shows correctly.
