The legend is not generated for a print output from Portal for ArcGIS map viewer when using a custom print template containing a legend configured with a fixed frame.

This is a known limitation. In the Portal for ArcGIS, click Organization > Settings > Utility Services. Click Edit (pencil icon) on the print template in the question and enable print legend.Workaround
Disable the fixed frame option in the print template or use the Web AppBuilder for ArcGIS application or other application for printing.Steps to Reproduce
