Workaround
The tiled map service can be published from ArcGIS Pro as the legend view displays correctly.
However, the following bug will be encountered:
BUG-000141957: The legend label does not properly display for a raster with the stretch symbology, published as a tile service from ArcGIS Pro to ArcGIS Online.
