The legend does not display in SOAP URL clients for layers in map services that contain more than 100 unique symbols.

Additional Information
ArcMap has this limit to prevent Windows memory issues. This limit can be increased using a registry setting. Migrate to ArcGIS Pro which does not have this limitation.Workaround
- Split the feature class into multiple feature classes that have 100 or fewer unique symbols in ArcMap.
- Consume the map service in a REST client, as the REST URL does not exhibit the same behavior.
