Bug
The Layout Item ID parameter from the Export Web Map and Get Layout Item ID tools is optional in Pro 3.1, but publishing the tools to ArcGIS Enterprise 10.9.1 returns the error message, "00256: Server version 10.9.1 tool ExportWebMap(server) does not have new parameter Layout Item ID" even when the field is empty.

Workaround
There does not appear to be a workaround yet other then downgrading ArcGIS Pro, especially as this parameter is not available in ArcGIS Enterprise 11.0 either.
