Workaround

Do not use group layers.

  1. Create a new map in ArcGIS Pro where only the layers that are desired to be included in the hosted feature layer are added.
  2. In the top navigation bar, select Share > Web Layer > Publish Web Layer.
  3. Analyze and publish the layer as a feature.
  4. Navigate to the hosted feature layer's Overview page in ArcGIS Online. Notice how all the map layers are included.
  5. Navigate to Content, and select Create > Feature Layer > From Existing Feature.
  6. Select the hosted feature layer and ensure all map layers are toggled on.
  7. Complete the workflow.
  8. Navigate to the new hosted feature layer's Overview page.
  9. All sub-layers are included.
