This is a known limitation in ArcGIS API for JavaScript 4.x, FeatureLayer Polylines only support center-along label placement in 2D MapViews, as stated in the following documentation: https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-support-LabelClass.html#labelPlacement.Workaround
Use Map Viewer Classic.
