This issue is addressed in ArcGIS Pro 3.6.Workaround
Locate "arcpy.conversion.KMLToLayer(kmz, out_location)" and replace with "arcpy.conversion.KMLToLayer(os.path.join(arcpy.env.workspace, kmz), out_location)" in the script for IDLE Python environment 3.9.16.
