Bug
The JSON to Features tool returns an error message, "ERROR 000206: Cannot create FeatureClass 'memory\fcName'. Failed to execute (JSONToFeatures)" when the environment workspace is set to 'memory'.

Additional Information
Other fixes to the JSON conversion in ArcGIS Pro 2.8. Thus, this issue is not reproducible in ArcGIS Pro 2.8 Beta when using the internal test data. Create a new bug if the issue with the JSON file is reproducible in ArcGIS Pro 2.8.Workaround
Use 'in_memory' or a scratch geodatabase instead.
