Additional Information
There are some issues around index or flat, and what is exposed in ArcGIS Pro 2.x, so this could have been observed in much older releases. However, in ArcGIS Pro 3.x, this issue is not reproducible. Both indexed and flat versions display "type": "vector", and neither include tilemap.Steps to Reproduce
