Workaround
Use the join function in ArcGIS Pro.
- Open ArcGIS Pro.
- In the Catalog pane, click Portal.
- Click the 'My Content' icon, search for the CSV file, and add the file to the content.
- Click the Living Atlas icon, search for the 'State Legislative Districts - Upper Houses' ArcGIS Living Atlas layer, and add the layer to the content.
- Right-click the 'State Legislative Districts - Upper Houses' ArcGIS Living Atlas layer in the Contents pane, navigate to 'Join and Relates', and click 'Add Join'.
- Configure the parameters in the Add Join window.
- For Input Table, select the State Legislative Districts - Upper Houses layer.
- For Input Join Field, select GEOID.
- For Join Table, select the CSV file.
- For Join Table Field, select the corresponding field to perform the join.
- Leave the 'Keep All Target Features' and 'Index Joined Fields' options as default.
- Click OK to run the Add Join tool.
