The Join Features analysis tool in Map Viewer Classic in ArcGIS Online fails when running a CSV table and the 'State Legislative Districts - Upper Houses' ArcGIS Living Atlas layer.

Workaround

Use the join function in ArcGIS Pro.

  1. Open ArcGIS Pro.
  2. In the Catalog pane, click Portal.
    1. Click the 'My Content' icon, search for the CSV file, and add the file to the content.
    2. Click the Living Atlas icon, search for the 'State Legislative Districts - Upper Houses' ArcGIS Living Atlas layer, and add the layer to the content.
  3. Right-click the 'State Legislative Districts - Upper Houses' ArcGIS Living Atlas layer in the Contents pane, navigate to 'Join and Relates', and click 'Add Join'.
  4. Configure the parameters in the Add Join window.
    1. For Input Table, select the State Legislative Districts - Upper Houses layer.
    2. For Input Join Field, select GEOID.
    3. For Join Table, select the CSV file.
    4. For Join Table Field, select the corresponding field to perform the join.
    5. Leave the 'Keep All Target Features' and 'Index Joined Fields' options as default.
    6. Click OK to run the Add Join tool.
