This limitation is by design. Refer to https://developers.arcgis.com/rest/services-reference/enterprise/raster-function-infos/ for more information. The documentation provides information indicating whether a service-level raster function template is an item raster function template. The raster function type is functionType = 0 (Mosaic), which means it is applied only within the renderingrule parameter. If it is an item or item group function type, it is applied within the mosaicrule parameter as an item itemRenderingRule.Steps to Reproduce
