Documentation for this method is incorrect, so it is working correctly. Use IPRJSpatialReference::ExportSpatialReferenceToPRJ to convert an ArcGIS spatial reference into a coordinate system formatted for a coverage, GRID, or TIN (in workstation).Steps to Reproduce
