Additional Information

The reported issue pertains to the ArcObjects SDK that had its final release at version 10.9.1. In later versions of ArcGIS Server, the use of utility networks may be more appropriate for server object extension (SOE) developers.

Workaround

  1. Store the geometric network data in a multiuser geodatabase, such as SQL Server (SDE), instead of a file geodatabase.
  2. Publish the data as a map service to ArcMap.
  3. Run the SOE against the map service. The IPointToEID.GetNearestEdge method will return a valid edge ID in this scenario.
