Description
** This issue has been addressed at ArcGIS version 9.3.1. **Strange characters are displayed in the Data Interoperability connection dialog boxes on some Windows XP Service Pack 2 (SP2) and Service Pack 3 (SP3) computers.

This issue has been addressed 9.3.1.
Cause
This is a known issue due to using the Windows Classic theme.Workaround
Switch to the Windows XP theme.- Navigate to Start > Settings > Control Panel.
- Click the Theme tab.
- Click the Theme drop-down menu and select 'Windows XP'.
- Click OK.
Note:
Some testing results have shown that it may be possible to switch back to the previous modified theme after changing it to the Windows XP theme.
