The Interactive Legend for an Instant App does not load when the only visible sub-layer (within a group layer) has a visibility scale outside of the map's default extent.

Workaround
- Set the initial scale of the web map to display the layer with a visibility setting.
- Zoom in to the scale displaying the layer, and the legend now loads.
