The behavior described in this BUG is a known limit at version 10.8.1. Contact Esri Support if issues persist in the workflows using later versions of the software.

Workaround

  1. Click Annotation Layer Performance Improvement Patch.
  2. Download and install the patch.
  3. Click Install all updates.
