As mentioned in the documentation, the in_public parameter is only applicable to web layers and web tools. This is similar to the in_override, in_my_contents, in_organization, in_groups, and in_item_id parameters. When publishing a service to a standalone server, even from the user interface (UI), there is no option to set sharing options. Permissions on a standalone server (not federated with a portal) work differently.
