This is the expected behavior. The only thing that will continue to occur when the widget is hidden is feature collection refresh. This is intended to be used as a potential option for the Transportation511 (http://solutions.arcgis.com/state-government/help/511/) solution offering. This solution also contains a Python script that updates feature collection items in a users organization with data that comes from an something like an Incident Management System. The widget can then refresh the feature collection layer that is in the map with the new data.Steps to Reproduce
