Duplicate of BUG-000148515: This is a duplicate of BUG-000148515 which was resolved with the ArcGIS Server 10.9.1 Stale Query Patch, which can be found at https://support.esri.com/en/Products/Enterprise/arcgis-server/ArcGIS-Server/10-9-1#downloads?id=8028.

Workaround

When checking the Disable Cache option in the developer tools, the data is updated successfully. In the Dashboard URL in the developer tools, set the cache hint to 'Hint=True'. However, when set to 'Hint=False', the changes in the data are updated for both the List widget and the Indicator widget. In conclusion, data can be updated by either setting up the cache hint to 'True' or checking the Disable Cache option in the developer tools for map services.
