The incorrect maximum value appears when setting the symbology of a layer produced from the Summarize Within tool to the 'Count of Points' field in ArcGIS Pro.

For performance reasons, not all records are used to classify data. The Advanced symbology options allow to increase the maximum sample size and get the expected behavior.Workaround
If the symbology method is set to Manual Interval, the maximum value for the 'Count of Points' field can be manually adjusted to the correct value.
In some instances, if the layer facing the behavior related to this bug is joined to the layer set to the Summarize Within tool's Input Polygons parameter, the maximum value set for the 'Count of Points' field in its symbology will be correct. However, this potential workaround does not always work, and it is unknown why that is the case.
