The Import gallery path setting in ArcGIS Pro 2.5 is incorrect and prevents the Layout templates from being found.

Workaround
Manually change the Import gallery path setting by selecting Options > Layout and adding the missing '-US' to the path corrects the problem, or remove '-US' from the folder 'en-US' in the location C:\Program Files\ArcGIS\Pro\Resources\LayoutTemplates.
