The imagery layer legend appears blank in the Portal for ArcGIS Map Viewer and the ArcGIS REST Services Directory when publishing a raster dataset with symbology applied from a .lyrx file.

This issue is addressed in ArcGIS Pro 3.8 and ArcGIS Enterprise 12.2.

Workaround

Apply transparency to each symbology class separately using the Color Editor. The imagery layer is published, and the legend is visible.
