Additional Information
Select sets cannot reject any valid but non-existent ID's. For Enterprise geodatabase's 0 could be in an invalid range however, it is acceptable for shapefiles. If the workflow requires a selection of OID that may not actually exist, the correct pattern to use is to execute a Select and pass in an OID IN where clause.Steps to Reproduce
