The HTML hyperlink for a map service displays as code in the REST endpoint.

Workaround

ArcGIS Pro 2.9 and ArcGIS Online Workaround:

Edit the description in ArcGIS Online after publishing. The REST endpoint displays the hyperlink as expected.

ArcGIS Pro 3.0 and Server 10.9.1 or Server 11:

Publish from ArcGIS Pro.

1. Open the Service Editor.
2. Add the HTML tag to the item description.
3. Save and restart the service.

The REST endpoint displays the hyperlink as expected in the 'Service Description' section (not on the metadata layer).
