The hosted tile layers brought offline on the Collector for ArcGIS (Windows) application do not render in an offline map if the tiles are generated server-side by ArcGIS Online.

This is not reproducible in Collector for ArcGIS on Windows 18.0.2

Workaround

Generate the tiles for hosted tile layer client-side with ArcGIS Pro or ArcMap, and publish the tile package to ArcGIS Online.
