The hosted table cannot be opened by arcpy.da.SearchCursor() class in ArcGIS Notebooks Runtime when the item is not shared with everyone in ArcGIS Online.

This is not a defect. The ArcPy site package must be signed into a portal via arcpy.SignInToPortal parameter to have access to this service. Without this, the request lacks a token. The GIS log in via arcgis.gis.GIS is only valid for the ArcGIS Python API.Workaround
- Run a Python API script with the arcpy.da.SearchCursor() class in IDLE, or a similar Python IDE installed on a local machine.
- Share the hosted table item with everyone (Public) in ArcGIS Online.
