The home page editor in ArcGIS Online becomes unresponsive when trying to add an item gallery in the 'Content blocks' if there are no groups in the organization that are visible to all members or the public.

Workaround
Go to Organization > Groups > Create group.
Ensure that under 'Who can view this group?', either 'All organization members' or 'Everyone (public)' is selected.
