The group manager is unable to add members with the Data Editor or Viewer role to the partnered collaboration group.

Workaround

1. Create a custom role.
2. Import settings from the Data Editor role.
3. Under Groups, enable the Join External Groups privilege.
4. Add the user with the custom role to the group.
