The GetUser Arcade expression validates the forms in Map Viewer but does not populate in fields when a feature is added in Map Viewer and any connected web applications for referenced and hosted layers.

This issue is fixed as a part of the ArcGIS Enterprise 11.2 release.Workaround
Utilize ArcGIS Online or Portal for ArcGIS 11.2 when running the GetUser Arcade expression.
