The Get Layout Templates Info tool not pointing to a folder of layout templates fail to query in ArcGIS Enterprise when logged in using a Single Sign-on account, and returns the error, "Unable to complete operation. Error executing tool. Get Layout Templates Info Task : ERROR 000513: Unable to open portal item with ID = '<Layout ID>'."
