This issue is addressed in ArcGIS Enterprise 11.4 and ArcGIS Pro 3.3.3.Workaround
This defect is resolved for ArcGIS Enterprise 11.3 in the ArcGIS Server 11.3 Production Mapping Topographic Production Service Patch. The path is available through the ArcGIS Enterprise Patch Notification tool, and can be downloaded from this URL:
