Bug
The GeometryEngine.project() method does not convert the coordinates from foot to meter for the Elk Hills NAD83 State Plane spatial reference in ArcGIS Runtime SDK for Java versions 100.10 to 100.15.2 or ArcGIS Maps SDK for Java 200.2, but it does work in ArcGIS Runtime SDK for Java 100.9 and older.
