The Geometry service Project method in ArcGIS 10.2.2 for Server does not accept coordinate input in scientific notation, while the Geometry service Project method in ArcGIS Server 9.3 accepts coordinate input in scientific notation.

The issue isn't scientific notation. After projecting, the point is outside the extent of the spatial reference. Try -2.00277223431E7,-2.93705285967E7
