The NCAT online software transforms NAD83 (HARN) via NAD83 (FBN) and NAD83 (NSRS2007) realizations to NAD83 (2011) using three NADCON5 transformation steps: NAD_1983_HARN_To_FBN_NADCON5_3D_CONUS_1 (WKID::8861), NAD_1983_FBN_To_NSRS2007_NADCON5_3D_CONUS_1 (WKID::8862), NAD_1983_NSRS2007_To_2011_NADCON5_3D_CONUS_1 (WKID::8559). ArcGIS currently allows only two step transformation paths for projection on-the-fly, and Project tool. If matching NCAT software is required, project the data to one of the intermediate NAD83 realizations using the Project tool and the appropriate NADCON5 transformation(s). The appropriate transformation path to NAD83 (2011) using the NADCON5 step(s) becomes available in the Transformation window for projection on-the-fly. Alternatively, using the Project tool to transform the data to NAD83 (2011) is acceptable.
