Bug
The GeoEvent Processor Manager 'Publish Stream Service' button remains enabled when no registered ArcGIS Server connections exist. Clicking the button give a visual indication that the GeoEvent Processor Manager hangs, but users can refresh the page to recover.

This is a known limitation. In version 10.3.1, this will be enhanced to not allow the 'default' data store to be deleted.Steps to Reproduce
