ArcGIS Explorer Online was retired December 2013.Workaround
Modify the URL of the shared Explorer application to navigate to <a href="http://www.arcgis.com" target="_blank">www.arcgis.com</a> instead of the organization URL.Modify the organization setting under security to allow Anonymous Access to the organization.Steps to Reproduce
