Additional Information

This issue is not reproducible in the next ArcGIS Pro release (ArcGIS Pro 3.3). In ArcGIS Pro 3.3, comparison times between running the Generate Range Fans script in a notebook versus the Geoprocessing pane are equivalent to comparison times for other core geoprocessing tools.
