Additional Information

The General-Gazetteer locator searches category, type, and tags fields. Leaving these fields empty returns all values because they are all equivalent. If category, type, and tags fields are added when building the locator and searched with no value, no result is returned. Create one field with the value of 'POI' for all records and map this field to all three fields when building the locator.
