Additional Information
Because the cathodic protection system is using the same features and connectivity as the water and gas commodity, it is limited by things like terminal configurations, associations, and terminal directions. The most common impact is when the test lead for a cathodic protection system is 'downstream' from a directional device like a pressure reducing valve resulting in the pressure reducing valve stopping the cathodic protection system.
Workaround
Update the model to create a bonding junction on one of the sides of the dead zone and bridge the gap using a bonding wire.
