The following error is returned, "Hydro exclusion features exclude entire AOI, unable to create bands. Failed to execute (CreateBandsFromRaster)" when executing the Create Bands From Raster GP tool.

Workaround

Copy only the hydro areas that users want to use as exclusions to a separate feature class, and pass the feature class in as the “hydro exclusion” parameter.
