Additional Information

This behavior is expected and is a known limitation of how the FocusArea effect currently works. Focus Area is a visual effect that operates on what the camera can directly see. When the ground surface is visible, it takes priority, even if it is transparent. Because of this, underground objects behind the ground cannot always be correctly included in the Focus Area, depending on the camera angle. When the camera is placed underground, or when the ground surface is fully hidden, the Focus Area works as expected because the underground features are directly visible to the rendering engine.

Workaround

At this time, there is no workaround other than adjusting ground visibility or camera position.
