This issue is addressed in ArcGIS Pro 3.5.Workaround
Do not specify the same value for the Inner radius and Outer radius parameters. (The value for the Outer radius parameter must be greater than the Inner radius parameter). Select Cell from the drop-down list for the Units type parameter.
