The Flow Direction tool in ArcGIS Pro 2.4.3 misclassifies rows on 32-bit floating point rasters.

This is a data issue, not a bug in the Flow Direction tool. The row where a stripe is occurring has the same values (at each column) as the row above it. This could be the source of the striping pattern. Running other tools, such as Slope or Curvature, also reveal this stripe pattern in the input dataset. Such striping could be introduced through mosaicking or projecting a raster, and choosing an incompatible resampling technique. For continuous data, such as floating-point elevation rasters, it is best to use a bilinear resampling technique when creating it.
