The first underscore in a portal Group’s name is omitted from the Groups list under the Share As Web Layer dialog box in ArcGIS Pro 3.4

Workaround

Group access can still be assigned, so the workaround is to assign sharing access to the group, being the group name appears without the underscore.

Alternatively, groups could be edited not to include underscores.
